The following, which was advanced to third reading from the May 10,

    "An Act relating to the authority of the Department of                                          
    Environmental Conservation to issue general and individual

Representative Kerttula moved and asked unanimous consent that she                                  
be allowed to abstain from voting due to a conflict of interest.                                    
Objection was heard, and Representative Kerttula was required to
